This position develops programs and processes that support the achievement of the legislative goals and objectives of AFSCME. The position provides overall direction and supervision of AFSCME’s legislative education and mobilization program and includes extensive coordination with other departments and executive staff. The position also closely works with AFSCME leaders and activists at the state and local level of the organization building activist capacity as well as implementing AFSCME’s field program and directs the communications processes necessary to build the field support structure. The position also has responsibility for implementing legislative and regulatory initiatives with respect to key issues of importance to AFSCME’s members. The incumbent must be highly knowledgeable of the steps and methodologies of the legislative and grass roots lobbying processes.

DUTIES:

  • Works with AFSCME leaders and activists across the nation in developing and implementing AFSCME’s legislative advocacy program and provides overall management and supervision of such programs, including direct supervision of the department’s Assistant Legislative Advocacy and Communications Specialist.
  • Develops publications and communications program materials to use in the legislative education and mobilization program and grass roots lobbying network.
  • Establishes communication models that serve to increase the overall effectiveness of such issues.
  • Assists in developing and evaluating AFSCME’s legislative agenda that is implemented on key issues of importance to AFSCME and its membership.
  • Reaches out to external organizations with similar agendas to increase the coalition of interest groups involved in issues related to AFSCME’s participation in the legislative process.
  • Coordinates with other departments and executive staff to support the legislative accountability program.
  • Serves as a lobbyist on key issues of concern to AFSCME and meets with Members of Congress and their staff on such issues.
  • Helps to supervise staff lobbyists and shape legislative strategy.
  • Speaks at meetings of affiliates and outside groups and otherwise represents AFSCME as requested with respect to AFSCME’s legislative activities and programs.
  • Assists in internal departmental administrative matters such as budgeting, supervision of personnel and related matters.

REQUIREMENTS:
Education & Experience:

  • Graduation from an accredited four-year college or university with course work in public policy and political science areas.

Skills

  • Past employment experience in AFSCME preferred with an equivalent of 7-10 years of legislative and grass roots lobbying-related experience.
  • Equivalent experience in other union or similar job setting can be substituted for a portion of the years’ experience requirement.
  • Advanced understanding of federal and state legislative processes for the purpose of advocating policies and positions of AFSCME and developing and implementing the Union’s legislative accountability and grass roots lobbying programs.
  • Advanced knowledge of effective communications practices that can be employed in educational and information campaigns on legislative issues.
  • Advanced understanding of selected issues that permits effective representation before AFSCME leadership and external groups.
  • Advanced knowledge and understanding of up-to-date field education and mobilization techniques and programs.
  • Advanced ability to develop and implement training programs in the legislative activities of the union.
  • Advanced understanding of AFSCME organization and operations at the national, state and local levels.
  • Advanced understanding of congressional and law-making practices and procedures.
  • Highly effective oral and written communications skills, including platform skills in group presentation and speechmaking.
  • Effective knowledge of PC operations.
  • Effective knowledge of departmental budgeting processes.
