POSITION TITLE: Communications Consultant

HIRING AGENCIES: Prince George’s County Educators’ Association (PGCEA) and Montgomery County Education Association (MCEA)

Project Overview
The PGCEA & MCEA are seeking an experienced Communications Consultant to support their members in their fight for economic and social justice by helping to ensure their voices are lifted up and heard. (The Communications Consultant Contract, scheduled to begin as soon as possible and terminate on August 31, 2018, requires the ability to adjust to diverse situations associated with urban education.)

The ideal candidate will have a proven background in communication, messaging, and writing publications. In order to advance the PGCEA/MCEA message, this candidate must possess strong verbal, writing, and editing skills, as well as demonstrated experience in the use of social media and desk top publishing.  A commitment to working for progressive change in K-12 education, support for public education, and member advocacy is a prerequisite.

Scope of Work

  • Develop and implement comprehensive strategic internal and external communications plans that incorporate social media and other technologies, print communications, public relations, marketing and advertising, and community outreach activities.
  • Develop and direct campaign communications, media strategy, member-to-member communication programs, and message development.
  • Assimilate multiple and varied sources of information to use in preparing clear, concise and accurate statements for PGCEA and/or MCEA leaders and employees, often under a short deadline.
  • Help to ensure consistency in the PGCEA and/or MCEA message by advising and supporting spokespersons in media interviews, public appearances (legislative hearings, school board meetings, etc.) and membership meetings.
  • Write membership education and organizing materials for communications.
  • Write print and electronic communications for distribution to PGCEA and/or MCEA members.
  • Identify and train members to be media spokespeople (multiple languages).
  • Write news releases, statements, fact sheets, news columns, talking points.
  • Manage media lists and foster new relationships with new reporters/media outlets.
  • Field media calls and organize responses to them.
  • Proactively identify opportunities for earned media, membership education, and promotion of the PGCEA and/or MCEA, public education and PGCEA and/or MCEA members.
  • Manage content, ongoing maintenance and further development of the PGCEA and/or MCEA website Facebook page, Twitter account, and other communication and social media technologies.
  • Work collaboratively with staff and member leaders who support and drive the communications program.
  • Manage vendors (including: printers, mail houses, graphic designers, consultants, videographers, etc.)

Consultant Requirements

  • Excellent writing, editing, design, and interpersonal communications skills.
  • Demonstrated experience working with both internal and external communications.
  • Familiarity with local and regional media.
  • Experience in developing and implementing strategic communications for an organization or campaign.
  • Ability to communicate and work effectively with internal departments and leadership.
  • Experience working with a culturally diverse group.
  • Ability to work under tight deadlines and manage multiple projects at once.
  • Previous experience with the labor movement or other advocacy organizations.
  • Previous experience with public education advocacy.
  • Knowledge of current education, legislative, and political issues in DC Metro area as they relate to public education.
  • Knowledge of the political and legislative process at the local, state, and national levels. 
  • Experience working with social and news media.
  • Must be available on weekends and evenings and have the ability to travel on occasion.
  • Experience in the communication field and/or public relations a must.

EDUCATION & EXPERIENCE:

  • Bachelor’s degree required.
  • Relevant additional training in media and communications preferred.
  • More than 5 years’ experience in campaign communications, media relations, public affairs, or related work.
  • Bilingual in Spanish/English a plus.
  • Event production and management a plus.

Submission of Proposal
Required Materials. The Bidder must include the following information in the Proposal:

  • Resume or corporate profile clearly reflecting qualifications and experiences.
  • Samples of communication and media materials.
  • Minimum and maximum number of hours per month that are required or preferred by the Bidder for the position to be feasible and/or desirable, and days of the week / times of the day that the Bidder is available to perform the Services for PGCEA and MCEA.
  • Monthly rate that is required or preferred by the Bidder for the consulting arrangement to be feasible and/or desirable.
  • Any administrative expenses that the Bidder anticipates billing to PGCEA/MCEA (e.g., telephone, mileage, etc.). Note that out-of-pocket expenses shall require pre-approval to be reimbursed.
  • Any other terms and/or conditions required or preferred by the Bidder for the consulting arrangement to be feasible and/or desirable.
  • Description of the individual’s or firm’s current legal and financial situation, including: any bankruptcies filed; and, any material (in excess of $50,000) claims, judgments, arbitrations investigations or lawsuits pending.
  • Acknowledgement that the Bidder agrees to purchase and maintain during the entire term of the consulting arrangement commercial general liability insurance, professional errors and omissions insurance, and workers’ compensation (if applicable), in such amounts as are reasonably required by the PGCEA/MCEA or as required by law.
  • List of at least three (3) professional references.

Format. The Proposal shall satisfy the following formatting requirements:

  • The Proposal shall not exceed more than 5-pages, excluding attachments.
  • The Proposal should be organized in the order in which the requirements are presented in this RFP and should clearly indicate the section of this RFP that is being addressed.
  • The Proposal shall include all of the required information indicated herein.

Failure to submit all required information may result in a request for prompt submission of missing information, giving a lowered evaluation of the Proposal, or rejection of the Proposal.
