About RNPA
The Registered Nurses Professional Association (RNPA) represents and advocates for nurses working in Santa Clara County. RNPA works to protect and advance members’ wages, benefits, working conditions, and professional standards through collective bargaining, representation, organizing, and political advocacy.

Position Summary
The Office Executive Manager (OEM) is RNPA’s highest-level nonelected leader and plays a critical role in the union’s success. This executive position oversees member representation, organizing, administration, political advocacy, and staff management.

The OEM ensures RNPA operates efficiently, meets all legal and governance requirements, and advances the union’s mission. The role reports to the elected RNPA Board of Directors and works closely with the RNPA President or designee on daily operations and long-term strategy.

This position requires strong leadership, advanced labor relations expertise, and the ability to represent members in complex and high stakes situations.

Key Responsibilities
Member Representation & Organizing

  • Supervise and evaluate staff responsible for: 
    • Member representation
    • Organizing
    • Membership recruitment
  • Represent members in complex cases, including: 
    • Workplace investigations
    • Contract enforcement and grievances
    • PERB charges
    • Disciplinary hearings (Skelly, Personnel Board, arbitration)
  • Oversee grievance and PERB filing processes to ensure accuracy, timeliness, and strategic alignment
  • Lead or support meet and confer processes with Santa Clara County regarding workplace changes
  • Support contract campaigns and successor MOA negotiations
  • Track and report trends to the RNPA Board, including: 
    • Member concerns and requests
    • Grievances and contract violations
    • Recruitment and membership retention
  • Ensure timely communication with members about: 
    • Workplace changes
    • Deadlines
    • Engagement opportunities
    • Political and advocacy updates
  • Protect and grow RNPA membership, including safeguarding bargaining unit work from outsourcing, vacancies, or layoffs
  • Serve as a key spokesperson for RNPA in labor management relations

Operations & Administration

  • Supervise administrative and office operations staff
  • Oversee IT systems, cybersecurity, and member and representation databases
  • Develop and implement internal policies, procedures, and workflows to improve efficiency
  • Coordinate logistics for union meetings, training, and events
  • Ensure compliance with all federal, state, and local union governance and reporting requirements

Human Resources & Staff Management

  • Lead recruitment, hiring, onboarding, and performance management for union staff and contractors
  • Foster a collaborative, mission driven, and equitable workplace culture
  • Ensure compliance with HR policies, employment law, and organizational standards

Strategic Leadership & External Relations

  • Provide strategic analysis and recommendations to the RNPA Board and President
  • Represent RNPA at: 
    • County meetings
    • Community events
    • Labor movement functions
  • Build and maintain strong relationships with: 
    • Elected officials
    • County leadership
    • Labor and community partners
  • Support or lead collective bargaining, including: 
    • Financial modeling and cost analysis
    • Drafting contract proposals and counterproposals
    • Serving as first chair negotiator when designated

Knowledge, Skills & Abilities
Knowledge of:

  • Public-sector labor law and PERB processes
  • Collective bargaining and contract interpretation
  • Grievance handling and arbitration procedures
  • Union governance and compliance requirements
  • Organizational management, budgeting, and strategic planning
  • HR best practices and employment law

Skills in:

  • High-level negotiation, advocacy, and conflict resolution
  • Strategic leadership and organizational planning
  • Data analysis, financial modeling, and contract costing
  • Clear and effective written and verbal communication
  • Managing multiple complex priorities under tight deadlines

Ability to:

  • Represent members effectively in high stakes legal and administrative settings
  • Build trust and credibility with members, staff, elected leaders, and external partners
  • Lead and develop staff while maintaining a positive workplace culture
  • Exercise sound independent judgment and maintain confidentiality
  • Advance RNPA’s mission through proactive and strategic leadership

Minimum Qualifications

  • Bachelor’s degree in labor studies, public administration, business administration, or a related field
  •  (or equivalent professional experience)
  • At least 7 years of experience in labor relations, collective bargaining, or union leadership
  • At least 3 years of supervisory or management experience
  • Demonstrated experience representing employees in: 
    • Grievances
    • Workplace investigations
    • Administrative or disciplinary hearings

Compensation & Benefits
Salary:

  • $190,000 – $210,000 annually
