Schedule: Monday to Friday, 9:00 AM to 6:00 PM, Hybrid (In office/remote)
Salary Range: $130,000.00 to $175,000.00 (depending on experience)

Job Summary
As the Assistant Director of Human Resources at UDW, you will play a key leadership role in implementing HR systems, policies, and strategic initiatives under the direction of the Director of Human Resources. This position is responsible for operating the HR department’s priorities, providing strong day-to-day oversight of HR functions, and ensuring full alignment with the vision and directives set by the Director.

The ideal candidate is not only a seasoned HR professional, but also someone with a deep understanding of Union environments, labor law, and the values that guide the labor movement. A background in labor relations and a commitment to supporting organized labor and collective power are essential.

Duties and Responsibilities:

  • Implement HR policies, systems, and strategic initiative under the direction of the Director of Human Resources.
  • Oversee daily operations of the HR department, ensuring timely and effective service delivery across core functions (recruitment, labor relations, employe relations, benefits, compliance, etc.)
  • Supervise HR management and ensure consistent application of HR procedures across the organization.
  • Ensure compliance with Federal, state, and local labor laws, as well as with staff union collective bargaining agreements.
  • Act as a resource and advisor to managers and employees on HR matters, including conflict resolution, performance management, and progressive discipline.
  • Provide leadership in labor relations, including contract implantation, grievance handling, and union communication.
  • Support and promote a culture of diversity, equity, and inclusion through training, policy and workplace practices.
  • Contribute to strategic HR planning and offer insight on workforce trends, staff development, and organizational structure.
  • Monitor and improve HR processes through data, technology, and continuous feedback.
  • Maintain confidentiality and ensure professionalism, integrity, and accountability in all HR matters.

Supervisory Responsibilities:

  • Provide direct supervision and coaching to HR managers and their teams to ensure effective execution of HR operations.
  • Foster a collaborative, respectful team environment that aligns with the values of transparency, inclusion, and mutual accountability.
  • Support the professional development of HR staff by identifying training needs and growth opportunities.
  • Provide leadership, coaching and accountability in alignment with the Director of HR’s strategic vision.
  • Evaluate team performance, support professional development, and guide training opportunities to enhance HR competencies.
  • Ensure department staff adhere to UDW policies, procedures, and applicable labor agreements.
  • Promote a collaborative, high-performance culture grounded in union values and service excellence.
  • Collaborate directly with the Director of HR and the broader HR team to drive departmental initiatives and maintain strong communication across roles.

Knowledge, Skills, and Abilities:

  • Comprehensive knowledge of HR principles, practices, and regulations
  • Comprehensive experience in labor union environments and navigating the collective bargaining processes
  • Strong leadership and team management capabilities
  • Excellent communication and interpersonal skills
  • Proficiency in HR information systems and data analysis
  • Experience in developing and implementing HR policies and procedures
  • Strong problem-solving and conflict-resolution skills
  • Knowledge of labor laws and employment regulations
  • Experience in talent acquisition and retention strategies
  • Ability to manage multiple projects and priorities simultaneously
  • Proficiency in budget management and resource allocation
  • Understanding of diversity, equity, and inclusion best practices
  • Experience in employee training and development
  • Knowledge of compensation and benefits administration
  • Ability to maintain confidentiality and handle sensitive information

Preferred Qualifications, Education, and/or Experience:

  • Bachelor's or Master's degree in Human Resources, Business Administration, or related field
  • 7-10 years of progressive experience in HR management roles
  • 5-7 years of labor union experience and a profound understanding of building collective power through organizing
  • SHRM-SCP or SPHR certification preferred
  • Proficiency in HRIS and other HR technology platforms
  • Demonstrated success in developing and implementing HR strategies
  • Experience in change management and organization development
  • Knowledge of federal, State of California and statewide county labor laws and regulations
  • Strong interpersonal skills: The ability to build and maintain relationships with stakeholders, both internal and external.
  • Demonstrated experience in stakeholder management, collaborating with cross-functional teams, and working effectively in a diverse environment is preferred.
  • 7-10 years of experience with conflict resolution and mediation.
  • Knowledge of labor laws, union operations, and workers' rights.
  • Understanding of the challenges facing union members and strategies to address these issues.
  • Strong organizational and project management skills.
  • Cultural competency and experience working with diverse populations.

Requirements:

  • Flexibility and ability to work from a UDW office, 3 days/week
