Apprenticeship Outreach and Retention Coordinator

Based in Houston, TX

 

The Texas Gulf Coast Area Labor Federation (TGCALF), AFL-CIO, a coalition of 75 unions and 60,000 union members in the Houston region, seeks to hire an Apprenticeship Outreach and Retention Coordinator to start immediately. The Coordinator will support community outreach for nine joint labor-management training programs in construction, accreditation of two new apprenticeship programs in Houston’s public transportation and live entertainment industries, expand recruitment of new apprentices from underrepresented communities, and develop strategies to support currently enrolled apprentices. This work is funded by a contract with Harris County through June 2026, with the possibility of continuing similar projects depending on funding.

RESPONSIBILITIES:
Community Outreach and Pipeline Development

  • Work with the Strategic Communications Director to update and refine the direct outreach plan in collaboration with apprenticeship programs, county community engagement staff, and other partners to increase awareness of union apprenticeships and recruit qualified candidates among Harris County residents, particularly women, people of color, and residents from traditionally marginalized communities
  • Analyze data from first two years of program and develop individual plans for each partner to continue increasing diverse pipelines of candidates for the programs.
  • Continue to update the list of apprentices, leaders, and contractors available to speak with media, at schools, and partner events
  • Identify and execute suitable recruiting strategies
  • Plan, promote, and coordinate recruitment events featuring apprenticeship programs
  • Update CRM of key contacts and utilize a regular engagement strategy using email and other tactics
  • Assist with planning, coordinating, and leading tours of apprenticeship programs
  • Assist with creating flyers and social media posts to promote events and program

Recruitment

  • Engage in direct recruitment of candidates from underrepresented communities in Harris County
  • Coordinate, maintain, and nurture pipelines of candidates
  • Maintain a record of recruiting activities and work with the Apprentice Coordinator to proactively communicate regularly with apprenticeship program managers
  • Monitor program recruitment to ensure key performance indicators are met

Retention and support

  • Analyze data from first two years of the grant to understand overall retention rates and trends for each partner.
  • Build relationships with service providers and connect apprentices to wraparound services as needed
  • Work with Strategic Partnerships Director and apprenticeship program managers to strengthen retention strategies

ESSENTIAL QUALIFICATIONS

  • Commitment to the goals of the labor movement, including the creation of good jobs, expanding the role of union apprenticeships in workforce development, and increased access to training pipelines for underrepresented communities
  • Excellent oral, written, presentation, and interpersonal communication skills, including ability to plan, facilitate, and make presentations to meetings with individuals at all levels of management and responsibility
  • Team player with the ability to manage relationships in complex political and sensitive organizational situations
  • Ability to develop and successfully execute recruitment plans
  • Strong social skills
  • Familiarity with using CRMs to organize and communicate with community partners or program participants
  • Proficient in Canva
  • Event planning and management experience
  • Ability to plan, prioritize, and complete several projects on time simultaneously, with attention to details
  • Ability to work long hours or weekends as required and travel out of town occasionally
  • Valid Texas driver’s license and reliable vehicle

PREFERRED QUALIFICATIONS

  • Successful completion of or familiarity with union apprenticeship programs
  • Bilingual Spanish skills

Compensation: Base salary $58,000 – $70,000 depending on qualifications and experience + high quality employer-paid benefits (medical, eye, and dental insurance; generous PTO; retirement contribution on top of base pay) and voluntary 401(k) plan.
