POSITION TITLE: Assistant Executive Director – Field

JOB OBJECTIVES/PURPOSE STATEMENT
As a member of the Executive Management Team works collaboratively to lead the development, alignment, and implementation of operational strategies, organizing strategies and organizational systems that expand OEA’s capacity to deliver high quality programs and services to OEA and its affiliates. 

Position may require occasional in-state and out-of-state travel to carry out essential functions.

ESSENTIAL FUNCTIONS

  1. Oversee the development and delivery of OEA’s field programs to its local affiliates with a strong focus on identifying and responding to the needs of affiliates and their members.
  2. Directly supervise designated field operations managers in a collaborative team environment and ensure that high quality programs and assistance provided to OEA’s affiliates and members are aligned with and successfully integrated into organizational operations. 
  3. Directly supervise assigned field staff and lead the development, alignment, and implementation of strategies to achieve operational priorities and goals. May serve as director of a designated Field region or department with job responsibilities as assigned by the Executive Director.
  4. Works in partnership with the Assistant Executive Director – Program, Executive Management Team, and other appropriate managers to promote integration of operations. 
  5. Focus OEA’s staff on: (A) building their capacity as professionals to achieve OEA’s mission; (b) building affiliate capacity by assisting and encouraging local leaders to develop highly effective local affiliates; and (c) identifying and sharing “best practices,” in order to more effectively serve OEA’s affiliates. 
  6. Promote the development, alignment, and operational implementation of OEA’s organizing strategies and supporting systems that expand the capacity of OEA to achieve its mission.
  7. Address organizational and staff issues in accordance with OEA’s strategic direction, governing policies, core values, budget, and staff contracts.
  8. Establish and implement short-term and long-term plans consistent with OEA’s strategic direction and operational priorities. 
  9. In collaboration with the Executive Director and Assistant Executive Director - Business Services, develop an annual budget for Field Operations; monitor expenditures and adjust expenditures to stay within budget.
  10. Serve as a member of OEA's management team and perform such management, supervisory, and administrative functions as may be assigned.
  11. Develop innovative field initiatives consistent with OEA’s strategic direction to build strong and effective affiliates and meet the needs of affiliates and members.
  12. Perform other duties as assigned.

QUALIFICATIONS
Education, Experience and Training:

  • Bachelor’s degree in education, labor relations, public administration or a related field; Master’s degree or other advanced degree preferred
  • Three (3) years of management experience with demonstrated ability to manage staff and maintain positive working relationships
  • Successful experience in conflict management, collective bargaining, group facilitation and community/labor organizing
  • Demonstrated experience in strategic planning and the identification and implementation of best practices
  • Ability to align business functions with strategic direction and foster organizational improvement
  • Five (5) years of association staff experience.

Required Knowledge, Skills, Ability:

  • Knowledge of and ability to plan and coordinate activities and interactions within OEA for the purpose of increasing the capacity of OEA staff and members to achieve the organization’s policies and goals
  • Thorough working knowledge and understanding of governance structures and operations
  • Effective skills in supervision, decision-making, negotiations, and oral/written communications Effective presentation skills
  • Proven ability in policy analysis and financial management 
  • Interpersonal relations, team building, and collaboration skills
  • Demonstrated sensitivity and commitment to a diverse and unionized workplace
  • Proven ability to align policy with organizational strategy and initiatives including, collaborating with officers and stakeholders to develop and implement programs and policies
  • Proven ability in advocating on behalf of members
  • Strong work ethic and high performance standards of excellence and personal integrity

AUTHORITY AND RELATIONSHIPS
Reports to the Executive Director. Acts on behalf of the Executive Director to convene meetings, request progress reports and information, and facilitate the assignment of responsibilities and tasks to ensure the delivery of high quality programs and services. Serves as a member of the Executive Management Team. Supervises Field managers and the daily operations of staff and others, as required.

OTHER INFORMATION
Salary is commensurate with experience. Fringe benefits include paid vacation, sick leave, health insurance, paid holidays and retirement plans, including 401(K). This position is a management position, exempt from the bargaining unit.
