The California Labor Federation represents over 1,200 affiliate unions in California which collectively represent over 2.1 million union members in trucking, retail, hospitality, and other service sector jobs, janitorial, construction, health care, local and state government, education, arts and entertainment, warehousing and logistics, manufacturing, and a variety of other sectors.

The Legislative Advocate works as part of the Federation’s legislative team to advance workers’ rights through legislation and budget advocacy, and build worker power in the Capitol, while coordinating and supporting the work of our affiliated unions. DUTIES & RESPONSIBILITIES

  • Staff any assigned bills sponsored, supported, or opposed by the California Labor Federation and affiliate unions;
  • Draft bill fact sheets, letters of support and opposition, legislative amendments, and other lobbying materials and communications on legislative issues;
  • Track and analyze impacts of legislation, budget proposals, regulations and other state policies on California workers;
  • Make recommendations and help formulate Labor’s position on relevant issues;
  • Develop oral and written communication to unions about policy and regulatory issues;
  • Prepare and present written and oral testimony before legislative and administrative bodies;
  • Respond to affiliate unions’ needs for support to advance their legislative priorities;
  • Help develop ideas for legislation that strengthens the labor movement;
  • Support strategic planning to ensure the Federation’s agenda furthers our organizing goals and broader mission;
  • Collaborate with the Federation’s communications staff, legislators’ offices, unions, and allied organizations to help develop and execute broader messaging and communications on legislative campaigns;
  • Build and maintain relationships with union leaders, policymakers, allies, and staff;
  • Build and participate in coalitions to advance workers’ rights;
  • Advocate for workers before state commissions and boards;
  • Represent the Federation at external meetings and events;
  • Participate in various Federation-sponsored meetings, trainings, and events;
  • Provide staffing support for legislative events, receptions, and conferences throughout the year;
  • Work on political and electoral campaigns, as needed;
  • Provide staffing support to the Federation’s Executive Secretary-Treasurer on legislative matters, events, and other areas of work.

REQUIRED KNOWLEDGE AND EXPERIENCE

  • Understanding of the legislative and budget processes in the California Legislature;
  • Prior experience working on legislation and budget issues related to labor and other relevant policy areas;
  • Experience working with, or for, labor unions is preferred;
  • Excellent written and oral communication and presentation skills;
  • Demonstrated success working both individually and collaborating as part of a team;
  • Ability to take initiative and prioritize multiple tasks and time-sensitive assignments;
  • Strong work ethic and strict attention to detail, particularly when working in fast-paced, high-pressure environment.

SALARY AND BENEFITS
This is a union job represented by the Pacific Media Workers Guild, Local 39521. The annual salary range for this position is $75,000 to $108,740, depending on relevant experience. Includes excellent family medical, dental, and vision benefits and a defined-benefit pension plan.

WORK ENVIRONMENT
The Legislative Advocate is expected to report to the Legislative Director. Job duties are expected to be performed in-person at the Federation’s offices in Sacramento, CA and in the Capitol. Long days and weekend work are often required, especially during peak legislative deadlines. Work on political or electoral campaigns will require some travel.
