Dispute Resolution Manager

The Houston Organization of Public Employees (AFSCME Local 123) is a dynamic labor union representing over 12,000 City of Houston Municipal Employees. We are a member-driven union with rank-and-file leadership dedicated to building a strong organization to fight for equal opportunity, economic growth, education, liberty, and justice for all. HOPE LOCAL 123 is seeking a Dispute Resolution Representative who must have labor union experience in order to be able to work with Departmental Union Reps (Union Stewards) to coach and teach members to enforce their Meet and Confer Agreement with the City of Houston.


  • Grievance processing including investigation up to Civil Service or Arbitration.
  • Work with members to enforce the Collective Bargaining Agreement.
  • Interpret and coach members on contract language.
  • Coordinate and maintain a shop steward base, including recruitment, training and support of shop stewards and activists.
  • Attend regular general membership meetings.
  • Work with Organizers to assist with membership growth through campaigns.
  • Develop rank and file leadership.
  • Prepare leaflets, bulletins, etc. for communication with membership when needed.

Requirements include:

  • Experience as a Union Representative/Organizer or proven ability to perform the duties of the position.
  • Demonstrate a commitment to both the labor movement, and racial and social justice.
  • Strong effective listening, written, and verbal skills in a variety of forms, including but not limited to phone calls, emails, letters, grievance hearings, settlement agreements, contract proposals, flyers, petitions.
  • Ability to manage multiple cases with deadlines and prioritize workload.
  • Willingness to learn and familiarize yourself with the Meet and Confer Agreement and all relevant municipal policies and procedures.
  • Computer skills and proficiency in basic programs and virtual meeting services.
  • Willingness to work non-traditional hours including nights and weekends.
  • Valid driver's license, dependable automobile and valid automobile insurance.
  • Demonstrate success staffing contract negotiations and grievance processing.
  • Time management skills including arriving at appointments and meetings adequately prepared and on time.
  • Willingness to work both independently and as part of a team with people from diverse cultures and backgrounds.
  • Organizing new members to strengthen their workplace.

Salary and Benefits: Salary depending on experience, benefits include fully-paid health, dental, and vision benefits packages, a defined benefit pension, and car and cell phone allowances.
