Position: Manager, WEA Advocacy and Organizing Center

Relationship: The successful incumbent will function as a member of the Advocacy and Organizing Center of the Washington Education Association. The manager shall report to the Director of the Advocacy Center and work from the WEA office in Federal Way, Washington.

Primary purpose: Act as a manager, leader and supervisor for identified programs and staff in the Advocacy and Organizing Center and the WEA field offices.

Specific duties and responsibilities

  • Manage and supervise staff in carrying out the goals and objectives of the Washington Education Association.
  • Assist in planning, developing, and evaluating council and local efforts to organize a strong union structure at every local worksite consistent with WEA’s membership and organizing goals and objectives; assist in planning and developing training designed to maintain and strengthen locals
  • Assist in providing strategic direction in the areas of organizing, bargaining and member advocacy - including organizing membership drives within existing units and organizing new units, bargaining contracts, and contract maintenance and enforcement
  • Assist in building and strengthening WEA's current membership structures and systems
  • Utilize member data to track and engage members and leaders
  • Expand the use of research and data beyond the bargaining table
  • Develop long-term strategies for countering opposition attacks
  • Work with the labor community and other allies
  • Serve as part of the management/Advocacy Center’s team to ensure consistent and coordinated organizational planning and implementation; work collaboratively with other managers to implement association programs and priorities
  • Maintain communications between/among councils/centers so their program and staffing levels are appropriate to meet organizational goals and objectives; arrange additional staff assistance when appropriate
  • Support staff involvement to eradicate racism and inequality
  • Work with staff and affiliates in local bargaining disputes, representational issues and crisis situations; determine appropriate levels and timing of resources
  • Regularly visit UniServ Council offices; meet with leaders and staff on-site to collaboratively assess ongoing programs and assist in determining the direction of programs
  • Assist councils and locals facing internal organizational problems in conjunction with the Director of Human Resources and other key stakeholders
  • Participate in the selection of staff in UniServ offices and act as a WEA Management representative in the hiring process
  • Assist new council and center staff during the first years of employment
  • Assist Advocacy and Organizing Center staff in the development of the Center’s operating budget in their specific program areas
  • Facilitate/serve on WEA work teams/committees as appropriate
  • Support and advance the WEA mission, goal, core values and priorities
  • Perform annual evaluations of UniServ staff identified by Advocacy Center
  • Work effectively as a team player with other staff and management team members in carrying out assigned responsibilities
  • Perform other duties as assigned

Minimum job requirements and essential functions
A strong understanding or broad field experience in the following is essential:

  • managing, coaching, motivating and counseling staff regarding performance
  • experience working with remotely assigned field staff
  • internal member organizing, community organizing and coalition building
  • membership engagement and leadership development
  • negotiations (both traditional and interest-based) and bargaining crisis work
  • dispute resolution processes and grievance adjudication
  • representation elections
  • public relations and political organizing (including electoral campaign work)
  • prior education/association field staff experience; experience working in public education or with public education employees
  • demonstrated history and/or experience working with communities of color and/or historically underrepresented groups to enhance civil rights; experience with union activism and or political engagement on behalf of civil rights issues
  • ability to initiate, organize, implement, and evaluate a comprehensive and multifaceted plan
  • ability to seize upon opportunities to strengthen WEA as a Union, to identify and assess challenges and opportunities facing the WEA, and develop appropriate options and proposals to meet WEA goals and objectives
  • experience in conflict resolution, including skills to initiate problem-solving; experience facilitating/mediating difficult and sometimes controversial situations
  • demonstrated ability to effectively communicate in both verbal and written formats
  • ability to successfully work, communicate with, and support diverse individuals and groups
  • possess an understanding of and appreciation for the societal, civic, political and cultural importance of public education and labor unions in a free and democratic society
  • successful experience in facilitating and training small and large groups
  • knowledge of fiscal and human resource planning
  • knowledge and/or experience with digital organizing and social media
  • knowledge and/or experience using member data to inform and track strategic organizing campaigns
  • ability to make presentations to large groups of stakeholders
  • ability to work with WEA elected leaders, managers, staff and members including an understanding of sound human relations practices
  • minimally, a bachelor’s degree; master’s degree or advanced study preferred
  • ability to obtain a valid Washington State driver’s license, possess a satisfactory driving record, and have a dependable automobile for Association travel (automobile insurance with liability limits of at least $100,000/$300,000 required)
  • frequent travel is expected given the broad geographical area served by the Center for Advocacy and Organizing and its field offices

Preferred job requirements

  • 3 to 5 years' experience in a supervisory and/or management/leadership role - preferably in a labor organization
  • Experience implementing organizational change
  • Experience managing remotely assigned employees

Salary and benefits
Annual salary range:
$155,000 to $165,000
