The Government Affairs Specialist to the Legislative and Political Department Director will assist the Legislative and Political Director of the APWU in the development and management of wide-ranging Union government affairs strategies to further the interests of the APWU and its members at the state and federal level.

DUTIES AND RESPONSIBILITIES include the following, with other duties as may be assigned:

  • Monitor and understand the broad direction of postal policy, particularly as it affects Postal Service employees and postal employment, and report regularly in various formats to the Legislative/Political Director and President (as directed). 
  • Work closely with the Legislative/Political Director to identify strategic opportunities for outreach to targeted policymakers.
  • Under the direction of the Legislative and Political Director, advocate before U.S. Congressional and Executive branch elected officials and upper-level staff; develop and maintain key relationships within U.S. government institutions relevant to the Union’s policy agenda.
  • Under the direction of the Legislative and Political Director, create and coordinate opportunities for strategic federal advocacy and lobbying, including event planning for lobby days and forums; develop talking points, issue briefs, and informal lobby training.
  • Assist the Legislative and Political Director in developing and implementing press and campaigning strategies that educate Union membership and inform U.S. public opinion. As requested, serve as media spokesperson on legislative issues with key national media.
  • Draft policy reports, briefs, testimony, questions for witnesses and other policy related information for congressional hearings, articles, draft media pieces (press releases, letters to the editor, op-eds).
  • As directed, represent APWU in public forums such as press conferences, briefings, roundtables, conferences, and workshops.


  • Bachelor’s degree, advanced degree preferred
  • Minimum of 5 years in progressively responsible roles in legislative, government relations, and/or public policy issues; specific experience in postal policy issues and Congressional affairs experience strongly preferred
  • Exceptional written, oral, interpersonal and presentation skills
  • Ability to understand political, legislative and regulatory implications of postal industry decisions and actions and provide high-level advice on those decisions and actions
  • Ability to travel nationally at least several times a year
