FIELD COORDINATOR

Overview:

The Transportation Learning Center, a non-profit organization, seeks an organized, energetic individual with specific experience in developing and supporting labor-management training partnerships and in managing federal grants for a position as Field Coordinator.  The Field Coordinator will assist in the development of local labor-management training partnerships and provide training and technical assistance to both labor and management participants in policy committees and workgroups.  In ongoing work with the local and regional partnerships, the Field Coordinator will ensure that training goals and other specific deliverables for grants are met and reported to funding sources in a timely manner.  Excellent written and oral communications skills, including the ability to work on standard office software, group process and training skills are all requirements for this position.  Extensive travel will be required.

About the Transit Green Jobs Partnership

Transit systems need a comprehensive recruitment, training and retention strategy to address the accelerating needs of new technology, retirements and growing ridership.  The Center’s national, local and regional labor-management transit training partnership programs have developed a system that includes linking detailed analysis of job tasks and responsibilities, consensus learning objectives and curriculum for national training standards and a national framework for apprenticeship and training-based certification.

The Transit Green Jobs Partnership program is designed to continue development of the industry’s partnership-based, data-driven training system and take it to the next phase – widespread delivery of training consistent with national training standards and further development of certificates for successful completion of training validated against new and forthcoming national industry training standards.

Duties:

  • Work with lead management and labor representatives in partnership locations to develop functioning joint policy committees and work groups, identify key objectives for the partnership, develop work plans
  • Provide formal training for policy committee and workgroup members on how to function effectively in a joint labor-management process
  • Where relevant, assist in identifying funding sources to support work of the partnership
  • In cases where funding is secured, the Field Coordinator will assist the partnership in meeting and exceeding all grant requirements and deliverables and will ensure that the Center and the partnership report progress to funding sources in a timely manner
  • The Coordinator will become familiar with standard Center procedures such as conducting a local skills gap analysis and working on the courseware improvement project and assist partnerships in carrying out this work
  • The Coordinator will serve as the main point of contact between the Center and the local and regional partnerships and will coordinate needed technical assistance on issues ranging from budgeting and grants management to finding appropriate resources to assist labor and management  to function effectively in the partnership structure.  The Coordinator needs to identify resources for all technical assistance and is not expected to provide all technical assistance personally
  • Perform other related tasks as needed.

Qualifications: 

  • Bachelor’s degree with 5-10 years experience in labor-management training partnership work and grants management. Equivalent combination of education and work experience will be considered.
  • Transportation industry experience preferred.
  • Excellent written and verbal communication skills
  • Demonstrated willingness and ability to work in a labor-management partnership environment 
  • Strong working knowledge of computer applications, such as Word, Excel, PowerPoint, Outlook and Project
  • Ability to work independently and multi-task
  • Ability to work in collaborative multi-cultural setting
  • Experience with union organizations and public transit agencies

Location: Silver Spring, MD (Near the Silver Spring Metro Station); Extensive travel involved (approximately 30-50%)

Type of Employment: Full-time permanent. Contracting options may be considered.

Compensation: Commensurate with experience. Excellent benefits.
