LEGISLATIVE RESEARCH ANALYST
SERVICE EMPLOYEES INTERNATIONAL UNION (SEIU), the nation's fastest growing labor organization representing more than 2 million workers, is seeking a Legislative Research Analyst in its Washington, DC headquarters.
This position is responsible for all aspects of legislative support activity including, but not limited to: selected research and analysis of legislation, policy development support, public speaking, member education, and strategic analysis.
Duties include, but are not limited to the following:
- Provide strategic research and analysis in support of legislative activities
- Research and distribute information on federal and state legislation
- Monitors and analyzes federal and state legislative and regulatory activity
- Prepare reports, memos, and letters on legislative issues
- Collect, analyze and summarize policy research on key issues
- Write summaries and reports on legislation for lobbyists, locals and grassroots activities
- Draft letters of support
- Assist lobbyists to develop materials for lobbying activity--fact sheets, status reports, target lists, letters to elected officials, Local unions and outside organizations
- Conduct research on voting records of elected officials
- Represent the International on designated issues at the CTW, at professional, industry and outside organizational meetings and conferences
- Participate in legislative coalitions with other unions and organizations as deemed appropriate
- Attend hearings, mark-ups and other legislative meetings and prepare summary or briefing papers.
- Performs other duties as required to support the department and its mission.
Requirements: Graduation from an accredited four-year college or university with a bachelors degree in Public Policy or related field (Politics, Policy, Business, History, Economics) and three (3) years legislative, policy or research experience . At least two (2) years prior experience working on health care and/or economic issues. All applicants must be able to demonstrate the following knowledge, skills and abilities:
- Thorough knowledge of the legislative process
- Knowledge in issue areas relevant to SEIU, such as health care, labor, child care, pension, social security, and/or immigration issues. Thorough knowledge workings of a legislative office for an elected official or regulatory agency.
- Ability to communicate effectively, both orally and in writing; ability to make formal presentations and write advocacy papers.
- Ability to synthesize policy information and draft summaries
- Ability to compare and analyze legislative proposals
- Ability to use personal computer, including on-line research services.
- Ability to work with people from diverse backgrounds and cultures.
- Ability to conduct formal research, analyze data and make sound, logical conclusions.
- Ability to handle multiple “priority” projects and meet established timelines.
- Ability to work effectively with elected leaders and staff in complex and sometime political situations.
- Skill in the use of personal computers, including the use of MSOffice Suite and information systems for lobbying activity.
- Knowledge of on-line databases (Lexis/Nexis, THOMAS, Internet, federal database sources).
