HEALTH AND WELFARE FUND ADMINISTRATOR

SEIU Benefits Fund Office is seeking a Health and Welfare Fund Administrator in its Washington, DC office.

The H&W Fund Administrator is responsible for the oversight of the claims processing function, participant, employer and Local Union communication, and other plan administrative duties of the jointly-trusteed SEIU Health and Welfare Fund.

PRIMARY RESPONSIBILITIES: (Any one position may not include all of the specific duties and responsibilities listed.  Examples provide a general summary of the work required and should not be treated as a total and complete list of expected duties to be performed by employees in the classification.)

  • Ensure the efficient delivery of benefits sponsored by the SEIU Health and Welfare Fund.
  • Oversee the claims payment vendor in its day to day operations to ensure accurate and timely benefit payments.
  • Oversee the remittance and collection processes including the collection of employer contributions and ensure that they are properly credited to individual participants.  Track and collect discrepancies and shortages of employer remittances.
  • Work with Payroll Review Manager to ensure that participating employers are audited on a regular basis.
  • Oversee the collection and review of collective bargaining agreements and participation agreements.
  • Ensure prompt and accurate compliance with all state and federal regulations, i.e COBRA, HIPAA, etc.
  • Assist with the coordination of all aspects of mergers and acquisitions of other Health and Welfare Funds.
  • Provide rapid and accurate response to bargaining parties during contract negotiations.
  • Evaluate and analyze other plans as needed during contract negotiations to promote the participation in the fund and to ensure the competitiveness of the fund.
  • Travel as needed to make presentations, provide explanations, and to problem solve.
  • Responsible for the development of Fund communication materials for participants, unions, and contributing employers. 
  • Plan for short range goals and objectives consistent with long range plan. 
  • Monitor all contractual agreements entered into by the Fund with outside vendors and consultants.  Oversee all vendors to ensure the efficient and accurate execution of their responsibilities.
  • Provide reports to the Board of Trustees as required for Trustee meetings or as requested.
  • Work with actuarial consultants to obtain rate renewals, rates for new and experience rated groups, etc.
  • Oversees the stop loss insurance carrier, along with the actuarial consultant, and track participant data as necessary.
  • Acts as the point of contact for all participants.
  • Responsible for the Claims and Appeals process to ensure compliance with federal law.
  • Acts as the Security and Privacy Officer as defined within HIPAA and is responsible for all duties which the role must assume in accordance to federal law.

 

Graduation from an accredited four-year college or university with a Bachelor’s degree (preferably in business, finance, economics, or other related field), and four (4) years of benefits/health care experience (preferably in a union environment)

  • Applicants must be able to demonstrate the following knowledge, skills and abilities:
  • Through knowledge of ERISA, HIPAA, COBRA and relevant IRC sections.
  • Knowledge of health and welfare plans.
  • Knowledge of unions or other advocacy organizations.
  • Well developed interpersonal and communications skills including the ability to communicate effectively, both orally and in writing.
  • Demonstrated leadership skills.
  • Ability to manage staff.
  • Ability to multi-task and simultaneously track the progress of numerous projects and reports.
  • Ability to design and implement short and long term tasks and goals for the department.
  • Skill in the use of personal computer including Microsoft Office Suite software.
  • Strong diplomatic and discretionary skills.
  • Skill in problem solving.
