DUTIES:    Manages a wide range of activities to facilitate AFSCME and its members’ effective participation in developing and promoting public employee pension and benefit policies. Works with other union departments, AFSCME affiliates, other unions and pension systems to increase AFSCME member representation on pension boards, enhance member participation in pension fund governance and develop and promote pension fund policies and practices to protect the interests of plan beneficiaries and participants. Coordinates AFSCME member trustee training, education and communication. Oversees research projects. Provides information and guidance to public pensions boards and officials and other decision-makers and fiduciaries. Speaks publicly on pension issues at professional organization meetings, legislative hearings, union gatherings and other venues. Assists in managing other projects and programs as needed, which may include policy analysis and development, benefit issues, budget and finance or other areas within the purview of the department.  Performs other duties as assigned.

REQUIREMENTS:  Graduation from a four-year college or university with course work in finance, economics, labor relations, political science, law or related subjects plus 7-10 years of experience in pension and benefit programs, labor relations or any equivalent combination of education and experience that provides extensive knowledge of and expertise in state policy and/or legislative processes, public pension benefits and management, corporate governance and shareholder activism and investment issues. Strong oral and written communication skills and experience in managing programs required.  CEBS certification desirable.
