JOB TITLE:                 PROGRAM OFFICER I—HIV/AIDS Technical Advisor
CLASSIFICATION:      PROFESSIONAL I
STATUS:                      EXEMPT

  • Ability to design programs, write proposals, budgets and secure grant funding;
  • Ability to design HIV/AIDS programs, write proposals and obtain funding for them;
  • Technical capability and experience in implementation of HIV/AIDS programs;
  • Ability to travel to the region frequently and on TDY;
  • Experience in handling multiple tasks related to program development and implementation with attention to detail;
  • Ability to work within a team framework and handle tight deadlines and multi-departmental coordination;
  • Excellent research skills and development of reports and briefing materials; and,
  • Strong computer skills.

The duration of this position, as with all positions at the Solidarity Center, is contingent upon continued grant funding. 

Summary of Position: The HIV/AIDS Technical Advisor provides technical support for Solidarity Center programs that focus on HIV/AIDS workplace, advocacy, and community interventions to expand access to prevention, care, and mitigation services.  S/he serves as a technical advisor and resource person on HIV/AIDS with the capacity to help design, implement, manage, monitor, and evaluate HIV/AIDS programs and to integrate HIV/AIDS components into the Solidarity Center’s other program activities. 

S/he monitors, as assigned, the Solidarity Center’s HIV/AIDS programs to meet budget targets and programmatic results and works closely with the Regional Program Director and other Program Officers in the Center to support, share information, and ensure the overall success of the program.  At the direction of the Regional Program Director and based on the needs of the Center, the Program Officer I may be assigned to any program office on a temporary basis. 

At the direction of the Regional Program Director, the HIV/AIDS Technical Advisor works with the Solidarity Center’s field and headquarters staff and consultants to develop the office’s HIV/AIDS funding strategies.  S/he assists in monitoring HIV/AIDS program development efforts, identifying funding sources, writing persuasive concept papers and proposals, and developing corresponding budgets.  As required, s/he helps produce timely, well-written reports, implementation plans, evaluations, and resource tools related to the Solidarity Center’s HIV/AIDS programs. 

The HIV/AIDS Technical Advisor represents the Solidarity Center at HIV/AIDS-related meetings and conferences in the US and abroad.  At the direction of the Regional Program Director, s/he liaises with US government agencies, AIDS implementing organizations, donors, NGOs and other key stakeholders to promote the Africa Office’s HIV/AIDS activities and to source out new funding opportunities and partnerships. 

Basic Qualifications: A Program Officer I must have the ability to work independently and with limited supervision and must be knowledgeable in HIV/AIDS issues.  S/he must be capable of managing multiple assignments simultaneously.  S/he must have, at a minimum, a bachelor’s degree in public health, health education, or related field and/or five years equivalent work experience.  The Program Officer I must have the ability to work and interact easily with a wide variety of people.  Persons considered for this position must agree to serve in a field position abroad, on a temporary basis, based on the needs of the Center.  Computer literacy for word processing and simple spreadsheets is required. Overseas field experience, preferably in Africa and in HIV/AIDS program management, is strongly preferred.  Good communication and writing skills are a must.  Fluency in a foreign language is a plus.

Supervisor:  Regional Program Director for Africa

Specific Duties:

  • Provide  Center HIV/AIDS field programs with programmatic, financial and administrative support;
  • Write/edit proposals, reports, letters, and other correspondence;
  • Conduct issue research for use by Center headquarters and field offices;
  • Assist field offices to arrange HIV/AIDS-related study tours in the U.S. for visitors from the region, and conduct meetings with a wide variety of visitors from the region involved in efforts to promote labor rights and standards and democracy;
  • Coordinate activities with the Center’s other program and functional offices;
  • Develop coalition-building contacts with U.S. labor, government and non-governmental organizations in the United States;
  • Provide guidance to Center HIV/AIDS field programs on AFL-CIO and Center policies and priorities and serve as a liaison between the Center and AFL-CIO affiliates, GUFs, ITUC, its regional organizations and the ILO;
  • Assist and advise field offices in program development and proposal writing;
  • Develop and implement regional and sub-regional HIV/AIDS programs and programs in countries without a resident field representative;
  • Provide Center HIV/AIDS field programs with information on PEPFAR, CDC and USAID and U.S. government rules and regulations that affect program management;
  • Support field trips by Center personnel;
  • Share information on the HIV/AIDS situation and issues as requested by Washington-based U.S. government offices and Congress;
  • Travel on a TDY basis to conduct and/or oversee HIV/AIDS program development and/or implementation in countries without a Center field office;
  • Monitor programs to meet budget and targets;
  • Perform other related duties as assigned.
