BARGAINING UNIT POSITION DESCRIPTION

JOB TITLE: GENERAL ACCOUNTANT - PAYROLL
CLASSIFICATION: TECHNICAL
STATUS: NON - EXEMPT

Summary of Position: The General Accountant-Payroll is responsible for all aspects of the accounting relating to payroll and labor distribution. S/he is responsible for processing all employee payrolls, time sheets and related transactions for the Solidarity Center.

Basic Qualifications: The General Accountant-Payroll must have a basic understanding of accounting theory and have a good understanding of payroll taxes and related issues. S/he should be able to work independently and complete assigned analysis with limited supervision, be familiar with basic accounting techniques and tasks such as account analysis, preparation of journal vouchers etc. S/he must be detailed oriented and produce accurate work. S/he must have a bachelor's degree in business administration and/or clearly demonstrate an equivalent understanding of accounting theory and practice, and must have a working knowledge of Excel spreadsheet applications. Minimum of three years experience in payroll accounting is required.

Specific Duties:

  • Establish new employees on payroll system and process all changes in current employees pay and deductions per instructions from Human Resources;
  • Prepare and submit payroll input to the payroll service on a bi-weekly basis. Review payroll prepared by payroll service for accuracy;
  • Serve as primary interface with payroll service to assure all payroll files are accurate;
  • Prepare manual employee payroll check(s) when necessary;
  • Review time sheets to insure that they have been filled out in compliance with Solidarity Center policies. Maintain employee schedule of un-submitted time sheets;
  • Input labor distribution and paid leave from the time sheets and prepare the accompanying journal voucher to charge labor to projects;
  • Analyze any variances between hours charged and payroll recorded;
  • Review tax returns as prepared by payroll service, including year-end forms;
  • Prepare all W-2 forms not prepared by the payroll service;
  • Reconcile all general ledger payroll related accounts including salary, payroll deductions, federal and local tax withholding and liabilities and employee pension plan contribution invoices;
  • Conduct research in response to correspondence from federal and local tax authorities regarding payroll related tax matters;
  • Perform other related duties as assigned.

The duration of this position, as with all positions at the Solidarity Center, is contingent upon continued grant funding.
