          LABOR RELATIONS REPRESENTATIVE:

CSEA currently has openings for Labor Relations Representatives. CSEA accepts applications for the positions of Labor Relations Representative and Labor Relations Representative/Organizer throughout the year. In order to be considered you must submit a completed application and pre-interview questionnaire. Resumes will not be accepted in lieu of applications, but may be submitted as additional material.  The interview process will be conducted for future positions in all field offices.  Candidates are encouraged to apply with the understanding that successful completion of the interview process will result in placement on Active List for future positions.
Interviews will be held in San Jose, CA early 2010 for ALL CSEA Field Offices.

MINIMUM QUALIFICATIONS

Basic knowledge of:

        •   public employee labor relations laws;
        •   public employee labor relations court and PERB decisions;
        •   public employee labor relations disputes;
        •   principles and procedures of the administrative hearing process;
        •   principles and procedures of employee-employer relations;
        •   principles and procedures of the school budgeting and programming processes;
        •   principles of personnel management;
        •   principles, processes and practices of collective bargaining;
        •   principles of business management;
        •   principles, procedures, techniques of research and investigation;
        •   appropriate English usage, vocabulary and arithmetic.

Ability to:
        •   negotiate properly with employers;
        •   represent chapters and employees at administrative hearings;
        •   learn labor relations laws, procedures and processes and apply them effectively and with good judgment in a variety of procedural situations;
        •   learn Association history, purpose and function;
        •   communicate effectively with people at all levels using both verbal and written communication;
        •   demonstrate initiative and to exercise independent judgment in the performance of duties;
        •   communicate effectively before large groups;
        •   handle confidential material efficiently and with complete security;
        •   understand the rationale and need for affirmative action programs;
        •   remain calm and think clearly under pressure;
        •   make arithmetical calculations;
        •   prepare and present clear, concise and complete reports;
        •   conduct self in an appropriate manner;
        •   be bonded.

EDUCATION
A B.A./B.S. in Public Administration, Business Administration, Industrial Relations or a related major.

EXPERIENCE
Minimum of two years recent experience in personnel management, including salary and fringe benefit administration and/or labor relations; OR
Substitution: One year of experience in personnel management, including salary and fringe benefit administration, and/or labor relations may be substituted for one year of the required education. Two years of volunteer experience as an officer within a labor organization may be substituted for one year experience.

LICENSE
Possession of a valid California Motor Vehicle Operator’s license is required.

RESIDENCY
All Labor Relations Representatives must reside within, or be willing to relocate to, the assigned service area, except that statewide Labor Relations Representatives may reside within reasonable proximity to a field office.

HEALTH
Must be willing to submit to a medical examination.

Wage credit within established range for directly applicable experience pursuant to CBA.
