Workforce Development Project Manager

Job Title: Workforce Development Project Manager
Reports To: Strategic Partnerships and Communications Director of SEIU Healthcare 1199NW Multi-Employer Training and Education Fund

Position Description:
In partnership with SEIU Healthcare 1199NW and Washington State healthcare employers, the Workforce Development Project Manager will oversee the development and successful implementation of workforce development and training projects that meet the needs of incumbent healthcare workers. The Project Manager will facilitate and support labor/management partnership opportunities on behalf of the SEIU Healthcare 1199NW Multi-Employer Training and Education Fund. This position will also be responsible for the management of state and private foundation grant-funded projects. The Project Manager will perform professional and administrative work researching, identifying, developing and responding to public and private grant opportunities related to healthcare education pathways and incumbent healthcare worker training. The Project Manager will also facilitate Training Fund and Labor/Management partnerships engaged in educational grants awarded to local area community and technical colleges. These grants support career advancement for incumbent workers who are union members and are supported by a Labor/Management training partnership. The Project Manager will work in close collaboration with internal and external partners to ensure that the objectives in each of the grants are met and that the programs support -- both individually and collectively -- career ladders for the incumbent workforce in participating healthcare systems.

Essential Functions:

  • Facilitate SEIU Healthcare 1199NW Multi-Employer Training Fund Labor/Management partnerships that work with community and technical colleges on incumbent worker career advancement opportunities through current and future HEET grants and Responsive Programming Projects
  • Research, write and submit proposals to local, state, and national funding sources, inclusive of foundation, corporate and small family foundations
  • Convene the Labor/Management/College coordination committee meetings to discuss grant activities, updates and concerns
  • Administer, review and manage contracts and communicate with appropriate staff regarding key administrative, financial, reporting, and compliance requirements
  • Collaborate with the Training Fund staff to provide outreach, orientation, recruitment and information about participant progress
  • Establish and cultivate working relationships with key union, management, college, and workforce representatives
  • Track and maintain data and information regarding participant enrollment, attendance, and outcomes
  • Attend employer partner Labor/Management committee meetings for the purpose of sharing information about Training Fund grant opportunities and workforce development programs
  • Develop and provide various reports for Labor and Management partners as well as other organizations that serve the interests of the partners
  • Prepare reports regarding Labor/Management programs for the quarterly Board of Trustees meeting and other meetings, as requested by supervisor or Executive Director
  • Travel to partner sites as needed (i.e., Spokane, Bellingham, etc.)

Skills and/or Experience Required:

  • Minimum three (3) years experience in education/training or workforce development field, experience in union and not for profit organizations will also be considered
  • Demonstrated understanding of the issues confronting both SEIU Healthcare1199NW members and participating employers
  • Excellent writing and research skills
  • Demonstrated ability to write and submit grant applications and a track record of obtaining and successfully implementing and administering grants
  • Proven accomplishment in designing, implementing, and evaluating worker education and training programs
  • Proven ability to drive multi-partner projects to completion within budget
  • Experience with project planning, implementation, and evaluation
  • Ability to connect with and motivate health care workers to engage in education and training programs
  • Superb organizational, interpersonal, teamwork, leadership, and communication skills
  • Demonstrated ability to work independently
  • Ability to work with a diverse range of people
  • Intermediate user in Microsoft Office applications
  • Proven accomplishment in budget development and administration
  • Working knowledge of adult education theory and best practices
  • Working knowledge of health care issues and workforce development/career ladders
  • Experience working with Labor/Management partnerships strongly preferred
  • Flexibility regarding hours, some weekend and evening work may be required
  • Valid Washington State Driver License and access to a reliable insured vehicle

Educational Requirements:

  • Bachelor Degree (minimum) preferably in adult education, social services, healthcare or related field
  • Master Degree preferred

Compensation:
Competitive compensation and benefit package; Salary DOE, Full-time grant funded position Continuation is contingent upon funding
