Legal Assistant I

Salary Range:  $45,837

This position provides the full range of administrative, financial and legal support for the Office of the General Counsel (OGC), including chartering and constitution activity.  The incumbent of this position works in support of all OGC attorneys.


  • Performs the full range of legal and financial administrative and secretarial duties, including typing and editing legal briefs, legal memoranda and preparing letters and memoranda (some for International President’s signature) for chartering and constitution activity.  Also tracks, logs and routes work and prepares worksheets and regular summary reports. Proofreads all work for accuracy, clarity and completeness.
  • Establishes and maintains legal files for pending cases; maintains calendar of critical filing and other dates for attorneys. Maintains telephone logs for attorneys; records incoming and outgoing calls.
  • Makes necessary travel arrangements for attorneys, using airline guide to determine carrier and flight number.  Prepares travel forms as required.
  • Maintains confidential files on grievances and arbitration cases involving AFSCME's staff employee unions; prepares exhibits for hearings before mediators and arbitrators; transcribes notes of bargaining sessions.
  • Reviews affiliate constitutions noting any issues to raise with OGC Attorneys, follows up as needed and prepares monthly constitution report to the Executive Office.
  • Initiates, follows up and processes chartering actions for affiliates including contact with appropriate Organizing and Field Services staff.
  • Maintains files and official charters and constitution records including affiliate constitution files and approved constitutions and records relating to the issuance of charters to new affiliates, mergers of existing affiliates, revisions of the names and/or jurisdictions of affiliates, deactivations and reactivations of affiliates. 
  • Maintains charter and constitution information in Enterprise Database and uploads approved constitutions to Microsearch.
  • Prepares quarterly constitutions and charters report for IEB.
  • Distributes updated numerical listing of all affiliates to departments as needed.
  • Assists with departmental budget and project budget tasks including assembling and reconciling budget submissions and producing documents using Excel or other spreadsheet software and assists with reporting and tracking activities and provides support for the development and management of annual budget. 
  • Collects and reviews invoices for payment.  Compares against source document or records to insure payments are appropriate and services were rendered.  Logs into database, prepares and forwards for approval and processing.
  • Performs various other duties which are equivalent in skill to job requirements as set forth in this job description.


Education & Experience

  • Background described would normally be obtained through a combination of high school education (or equivalent), some business school and/or equivalent and/or paralegal and/or legal secretarial education and at least three years of general office experience using a variety of software programs.


  • Knowledge of labor unions, labor union constitutions, by-laws and charters.
  • Proficient in Microsoft Office Suite and other database software; skilled in the use of computers, including familiarity with internet research and database management.
  • Ability to work independently.
  • Ability to present statistical data, facts and conclusions and communicate complex information effectively both orally and in writing.
  • Ability to review and proofread legal, financial and budget documents. 
  • Ability to compose correspondence and prepare reports using correct English, spelling, grammar and punctuation. 
  • Excellent organizational and leadership abilities. 
  • Ability to establish and maintain effective working relationships.
